Rashad al-Alimi, head of Yemen's Presidential Leadership Council, called on citizens to join Saudi-backed forces and pledged immediate amnesty for Houthi fighters who defect. In his first speech since government forces lost the western Red Sea coast, he vowed to restore state control over Sana'a. The address came as Saudi, Turkish and Pakistani military chiefs met under the Mecca Pact.
