A nonprofit campaign led by the Outer Space Institute is pressing the United Nations to seek an advisory opinion from the International Court of Justice on states' legal duties to protect near-Earth orbit and the night sky. The push has gained urgency as SpaceX, Google and Starcloud plan hundreds of thousands of space-based data centers, and the FCC licensed Reflect Orbital's Eärendil-1 space mirror.
