An Ottumwa resident and former council member, Matt Dalbey, opened a city council meeting with a prayer to Satan on October 6, ending with "Hail Satan." Pastor Rick Bick tried to immediately reverse what he called a curse, but councillor Cara Galloway said the invocation had ended. Mayor Benjamin Foote then called for a moment of silence.
