Kashmir elections hinge on 12 refugee seats

Pakistan-administered Kashmir heads to staggered elections amid deadly protests over 12 legislative seats reserved for Kashmiri refugees. Nearly 40 people have been killed since June when the Jammu Kashmir Joint Awami Action Committee (JAAC) launched a movement that expanded from economic demands to include abolition of the refugee seats.
