Wisconsin judge bars reissuing absentee ballots for primary

A Wisconsin judge ruled Wednesday that voters who have already returned absentee ballots for the state's primary cannot void them and request new ones, dealing a blow to Democrats who sought a do-over after a chaotic governor's race. Dane County Circuit Judge David Conway said state law does not allow ballot spoiling after return. Over 117,000 absentee ballots have been returned. The ruling is expected to be appealed.
