Turkey's ruling party submitted a bill to parliament on Wednesday to advance a peace initiative with Kurdish militants, including a pardon for about 4,000 former fighters not involved in violence. The bill faces committee review Friday and must pass before summer recess. Previous peace efforts failed in 2015.
