Court blocks Trump's $400M White House ballroom without Congress

A federal appeals court ruled Friday that President Donald Trump cannot build a $400 million ballroom at the White House without congressional approval, halting construction of the 90,000-square-foot project where the East Wing once stood. The 2-1 decision by the D.C. Circuit upheld a lower court order favoring historic preservationists, but stayed the ruling for two weeks to allow an appeal to the Supreme Court.
