It also allows President Donald Trump to impose tariffs of up to 500% on Russian imports and up to 100% on goods from countries like China and India that purchase significant amounts of Russian oil and gas. The bill now moves to the House, where a vote is unlikely before early September due to the summer recess. Supporters argue that reducing Russia's energy income is essential to limiting President Vladimir Putin's ability to finance the war, now in its fifth year.
