Graham Sanctioning Russia and Iran Act of 2026 by an 86-11 vote, allowing President Trump to impose 100% tariffs on goods from top importers of Russian oil and gas, including India and China. The bill, championed by the late Senator Lindsey Graham, also extends the Iran Sanctions Act to 2031. It now heads to the House of Representatives.
