The Indian government clarified that UPI transactions will remain free for users, with all person-to-person payments unaffected. A nominal Merchant Discount Rate (MDR) may be introduced only for a limited set of merchant transactions above a threshold, far lower than card charges. The decision will follow parliamentary approval of the Taxation and Other Laws (Amendment) Bill, 2026.
