UN: Russia holds over 16,000 Ukrainian civilians

The UN estimates Russia still holds over 16,000 Ukrainian civilians, many incommunicado and in violation of international law. Widespread torture and ill-treatment, including sexual violence, continue against both civilians and POWs, with 129 executions documented. The Security Council heard harrowing accounts from former detainees.
