Parliamentary panel warns MDR delay may hit cybersecurity spending

A parliamentary panel warned that delaying a tiered merchant discount rate (MDR) for UPI and RuPay could leave payment firms dependent on inadequate subsidies, threatening investments in cybersecurity and fraud prevention. The committee noted a Rs 20,700 crore industry cost versus Rs 2,000 crore allocated, and also flagged rising pension scheme funding gaps.
