Cuba says US sanctions block its economic opening

Cuba's UN ambassador Ernesto Soberón Guzmán says US sanctions are the main obstacle to opening the economy to private investment, despite US demands for such reforms. Washington imposed new penalties on Cuban mining, metal and construction firms, worsening blackouts and shortages. The US vows more sanctions every two weeks.
