Casino mogul Steve Wynn and former commerce secretary Wilbur Ross sued New York State on Monday over New York City's pied-à-terre tax, arguing the surcharge on luxury second homes is unconstitutional because it discriminates against non-primary residents. Ross faces a bill over $83,000 and Wynn over $183,000. Governor Kathy Hochul's office defended the tax, which is expected to raise $500 million annually.
