Sudan's de facto leader Abdel Fattah al-Burhan pledged temporary immunity and legal protections for participants in a national dialogue, managed by an independent mechanism. He ruled out the return of the Rapid Support Forces (RSF) and its leader Mohamed Hamdan Dagalo, known as Hemedti, to power, insisting on RSF withdrawal from cities before peace talks.
