China claims Japan has plutonium for 5,500 warheads

China's ambassador to Russia, Zhang Hanhui, claimed Japan possesses 44.4 tonnes of plutonium, enough for about 5,500 nuclear warheads, and has advanced recycling technology. He called Japan the only non-nuclear NPT signatory capable of extracting weapons-grade plutonium, warning of rapid nuclear potential if policy changes.
