Nepal floods expose gaps in Himalayan early warning

Flash floods in Nepal's Rasuwa district killed more than 1,400 people and left at least 6,000 missing across Nepal and Tibet by mid-September. Twelve hydropower plants were destroyed. Scientists say the August 26 ice-rock avalanche shows warning systems built around rainfall or river levels cannot cope with fast, high-altitude cascading hazards.
