New York lawmakers are renewing efforts to change state sexual assault laws after prosecutors said current rules hindered charges in an alleged gang rape at a Cornell University fraternity house. Under existing law, only victims drugged without their knowledge are considered mentally incapacitated. Bills sponsored by Assemblyman Jeffrey Dinowitz and Senator Nathalia Fernandez would let prosecutors focus on whether a person could consent, regardless of voluntary intoxication.
