Greece has proposed that EU member states be allowed to temporarily suspend asylum applications during mass migration surges, citing the recent influx in Spain's Ceuta enclave. The plan was presented to EU interior ministers in Luxembourg and drew support from the Netherlands. Ministers also approved a new return regulation allowing return hubs outside the EU.
