Houston mayor limits police cooperation with ICE

Houston Mayor John Whitmire signed an executive order Friday sharply restricting when city police contact ICE, limiting referrals to people arrested for jailable offences. The move reverses an April policy adopted under pressure from outgoing Governor Greg Abbott, who had threatened $110m in public safety grants. Whitmire said he consulted Texas's newly elected state leaders and hopes the approach becomes a model for other cities.
