Finland, Sweden and Norway are modernising cold war bunkers as Russia's war in Ukraine revives fears of conflict in northern Europe. Finland has about 50,500 civil defence shelters for 4.8 million people, many doubling as pools, karting tracks and gyms. Helsinki's shelter capacity exceeds its population of nearly 700,000.
